It also authorized a tax credit of up to $6,500 for qualified repeat home buyers. To be eligible, you must have a &lt;/span&gt;&lt;span style="color: rgb(255, 0, 0);"&gt;&lt;span style="font-weight: bold;"&gt;binding sales contract signed by April 30, 2010&lt;/span&gt; and  a &lt;span style="font-weight: bold;"&gt;home purchase completed by June 30, 2010&lt;/span&gt;.&lt;/span&gt;&lt;span class="content"&gt;&lt;br /&gt;&lt;br /&gt;A tax credit of up to $8,000 is now available for qualified first-time home buyers purchasing a principal residence on or after January 1, 2009 and before December 1, 2009. Unlike the tax credit enacted in 2008, the new credit does not have to be repaid.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span class="titles"&gt;&lt;span style="font-weight: bold;"&gt;Who is Eligible?&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;span class="bulletscontent"&gt;• The $8,000 tax credit is available for first-time home buyers only.&lt;br /&gt;• The law defines a first-time home buyer as a buyer who has not owned a home during the past three years. A new study in the September issue of the American Journal of Preventive Medicine suggests that the year your neighborhood was built can be just as important as diet and exercise for losing weight. See what he has to say.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;How far do you think home prices will fall?&lt;br /&gt;&lt;br /&gt;&lt;/strong&gt;My preferred metric is the ratio of home prices to rental rates. By that measure, average home prices nationally got way too high. We'll probably basically retrace all that. So that's about a 25% decline in overall home prices. Only a fraction of that's happened so far. This is larger than the population of 24 states.
